Let's say a Chinese resume is as important as an English one to expats for seeking a job in China. Well-known employers in the country always require job seekers to submit resumes in both Chinese and English.

I just feel like applying for a positiong without a Chinese resume in China is like doing it without an English resume in America.

If you have not tried a Chinese resume, just try it now. I think it is really useful.
